In Chile, Long-Stay Establishments for Older Adults (ELEAM) house people aged 60 or over who, for biological, psychological or social reasons, need a protected environment and differentiated care. To keep residents safe, these establishments must have staff trained in first aid and CPR, able to intervene immediately in an emergency.

Long-Stay Establishment for Older Adults (ELEAM), governed by the ELEAM Regulation (MINSAL Decree No. 14/2010, updated by Decree No. 20/2022) and authorized by the relevant SEREMI de Salud.

The first-aid requirement

These establishments must ensure a rapid emergency response: staff able to provide first aid and CPR to older adults until medical help arrives. To work in an ELEAM the SEREMI de Salud values first-aid certification (mobilization, assisted feeding, first aid), and SENCE-accredited CPR/AED courses (NCh2728:2015) have no prerequisites and are recognized.

A recognized, up-to-date first-aid certificate is the way to meet this requirement; it is in addition to the caregiver's occupational training and must be renewed periodically.
